Wang Hongwei Inspects "One-Stop" Maritime Dispute Resolution Center

Following the issuance of the "Opinions of the General Office of the Supreme People's Court and the General Office of the Ministry of Transport on Advancing the Development of 'One-Stop' Maritime Dispute Resolution Center," Wang Hongwei, President of the Jiangsu High People's Court, conducted an on-site inspection of the "One-Stop" Maritime Dispute Resolution Center on January 8. The Center was jointly established by the Nanjing Maritime Court and the Nanjing Maritime Safety Administration. This inspection aims to gain an in-depth understanding of its operation model, innovative practices, and practical results.

By dismantling administrative and judicial barriers and leveraging the strengths of collaborative governance, the Center has established an exemplary "Jiangsu Model" for the development of a diversified maritime dispute resolution mechanism. Since its inception, the Center has achieved a mediation success rate of over 80%.

President Wang inspected the Center's facilities and the Seafarers' Rights Protection Workstation, and made detailed inquiries about its co-construction model, staffing arrangements, and operational mechanisms. She also reviewed the Court's practical measures to improve the seafarers' rights protection system in collaboration with administrative authorities and to optimize litigation services. Additionally, she was briefed on a typical case where the step-by-step mediation approach was effectively applied to resolve a personal injury compensation dispute arising from a loading and unloading accident at a dock.

President Wang underscored that Jiangsu, endowed with rivers and seas and boasting a well-developed water transportation network, enjoys unique geographical advantages that have fostered vibrant maritime commerce and activities. She emphasized that the efficient resolution of maritime disputes is crucial to optimizing the business environment along the Yangtze River Economic Belt and supporting the ecological protection of the Yangtze River.

She stressed the need to enhance the efficacy of maritime dispute prevention and resolution and to strengthen multi-party coordination. She called for the joint development of,the "One-Stop" Maritime Dispute Resolution Center into a diversified, efficient and systematic platform, ensuring that parties involved can handle disputes with greater convenience, efficiency, and peace of mind.

She also underscored the importance of cultivating interdisciplinary professionals with both legal expertise and maritime industry knowledge. She stated that it is essential to strengthen professional training and prioritize practical experience to continuously elevate the professional capacity of maritime adjudication, thereby providing a solid judicial talent guarantee for serving the high-quality development of a strong maritime province.
