(Adopted at the Fifth Meeting of the Standing Committee of the Fourteenth National People's Congress on September 1, 2023) Article 1 This Law is enacted pursuant to the Constitution of the People’s Republic of China to improve China’s foreign state immunity system and define the jurisdiction of the courts of the People’s Republic of China over civil cases involving a foreign State and its property with a view to protecting the lawful rights and interests of the parties concerned, safeguarding the sovereign equality of States, and promoting friendly exchanges with other countries.

Article 1 The law has been formulated according to the Constitution with a view to protecting the legitimate rights and interests of workers, regulating labour relations, establishing and safeguarding a labour system that is adaptable to a socialist market economy and promoting economic development and social progress.
